This is responsible, professional, and supervisory work in the Transportation and Parking Department, managing the operations and strategic planning of City neighborhood transportation and traffic safety programs.  Work involves the direction of professional and clerical employees, including the selection, placement, promotion, training, discipline, safety, and performance-based evaluation of these assigned employees. Work includes preparing and presenting recommendations and reports to resolve operational and administrative challenges; evaluating the department budget and making informed budget recommendations; continuously monitoring and planning neighborhood transportation programs and projects through an immediate and a long-range focus with neighborhood association representatives and community stakeholders; and planning short and long range traffic safety programs to advise and reply to inquiries from municipal officials, governmental agencies, and residents on traffic calming and traffic safety principles. Work also involves developing documents for City Council approval; managing and facilitating large procurements; managing relationships with other City departments and administrations, including but not limited to Neighborhood Relations, Public Works, Emergency Services, and Budget, Procurement, Legal; and developing and implementing policies, programs, and procedures to provide effective and efficient services to internal and external customers.  Work requires the exercise of considerable judgment, discretion, and tact to effectively work with outside organizations, contractors, residents, neighborhood associations, and local businesses, as well as City employees and officials.

Salary:  $70,554 - $113,506

Minimum Qualifications.  Applicants must:

• Have a valid Bachelor’s degree in civil engineering, traffic engineering, transportation planning, or a related field or a valid high school diploma or GED equivalency combined with significant experience.
• Possess and continue to maintain a valid Driver License.
• Possess considerable progressive experience in planning.
• Possess some supervisory experience.
• Be skilled in the use of computers and business software such as Microsoft Word and Excel.
• Be able to communicate effectively, clearly, and concisely, orally and in writing.

Desirable Qualifications. Preferred Applicants: 

• Have considerable experience providing both fiscal and personnel management services for a large organization, preferably related to traffic and transportation planning.
• Have progressive experience in project and fiscal management.
• Are actively involved in professional organizations such as the American Planning Association and the Institute of Transportation Engineers.
• Are licensed as a Professional Engineer.
• Are certified as a Professional Traffic Operations Engineer (PTOE).
• Are a member of the American Institute of Certified Planners (AICP).
• Have considerable knowledge related to public works project development, implementation, and coordination, including the funding.
• Have experience and knowledge of capital improvement project planning and funding.
