The County of Volusia is seeking a Civil Engineer III. This position is located in DeLand, Florida, and will be responsible for professional and technical work directing Traffic Engineering Services.
Illustrative Duties:

Makes engineering investigations and prepares report of findings.
Assists supervising engineers in review of plans or reports prepared by private registered engineers.
May be assigned as engineer to a special complex project or in a lead worker capacity on routine design assignments.
Oversees the development, implementation, and modification of traffic signal timing plans.
Manages traffic signal and ITS capital improvement projects.
Develops and manages road signalization design contracts performed by private consulting firms.
Performs design work on projects as assigned. Assists in the planning and directing of an engineering section or unit.
Serves as a public information source on traffic and transportation engineering activities for the media and general public.
Coordinates with traffic signal maintenance staff to ensure proper operation and maintenance of traffic signal system infrastructure.
Communicate with the public regarding traffic safety and operational concerns.
Leads technicians and/or engineers of the lower level in assigned tasks as directed.
Plans, designs, and conducts field reviews of all traffic signal operations activities, including traffic signal installations and signal systems, for approval by the County Traffic Engineer.
Prepares reports, studies, letters, purchase requests, ordinances, and other written correspondence.
Coordinates work with other divisions, contractors, inspectors, etc.
Performs specialized civil engineering functions and duties within the division.
Performs related work as required.
Knowledge, Skills & Abilities:
Thorough knowledge in field of civil engineering.
Thorough knowledge of current engineering practices and procedures as they apply to public works.
Thorough knowledge of recent developments, current literature and sources of information in the area of public works engineering.
Able to plan and direct the work of subordinate staff.
Able to plan and direct the work of contractors.
Able to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents.
Ability to communicate effectively, both orally and in writing.
Ability to interact effectively with others.
Ability to work under stressful conditions.
Minimum Requirements:
Registration as a Florida Professional Engineer in Civil Engineering and five (5) years of progressively responsible experience in traffic engineering, planning, designing, and construction including one (1) year at a supervisory level.
A comparable amount of education, training, or experience may be substituted for the minimum experience.
Must possess and maintain a valid Florida driver's license.
ADA REQUIREMENTS:
Physical Demands: Must be able to lift, carry, push, pull ten-pound objects occasionally. Ability to walk, bend, climb, kneel, reach, crawl, talk, grasp; finger dexterity. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle and review complex schematics. Limited requirement to traverse construction sites with uneven terrain.
Environmental Demands: Primarily inside work. Limited exposure to construction sites with noise/vibrations, insects, dust, fumes, chemicals, inclement weather (heat, humidity, cold, rain)
Mental Demands: Ability to read and comprehend technical and scientific instruments, documents, and literature; legal documents, statutes, instruments; blueprints, layouts, mechanical drawings; memos, instructions, manuals. Ability to write business letters, evaluations, summaries. Ability to speak clearly and concisely relating information, details and procedures to layman; conversant in theory and practices of discipline. Ability to perform advanced mathematical functions (geometry, trigonometry.) Ability to identify and resolve problems. Ability to analyze data and develop conclusions.
