SUMMARY: Under general supervision, performs a full range of moderately complex tasks of technical, professional, and administrative work to support the Town Engineer in ensuring that public works projects are technically competent, in compliance, and protecting the health, safety, and welfare of the community.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Project Management
- Provide technical direction, project management, and assistance to developers, consultants, external agencies, and staff regarding projects
- Provide project management for the construction of municipal public works projects
- Prepare plans, specifications, and contract documents for miscellaneous small projects
- Estimate time, quantity, and cost of construction projects, including alleys, streets, storm drains, traffic control facilities, and other Town engineering projects
- Conduct inspections of work-in-progress and ensures projects are completed in compliance with applicable codes, regulations, and standards
- Oversee the work of external consultants and Town staff; develops schedules for bidding and construction; participates in the selection of bidders
- Prepare and reviews project schedules; investigates and resolves schedule issues on projects
- Oversee construction for compliance with specifications, time and budget parameters
- Inspects capital improvement projects and/or supervises the inspection of projects
- Provide technical support to the Town Engineer, Street and Utility Superintendent, Water/Wastewater Superintendent, and Public Works Director
Engineering
- Draft plans for public works construction projects from rough drafts developed by professional engineering staff; prepares drawings of existing public works improvements using field notes, maps and records of surveys
- Assist with general civil engineering construction and private development engineering plans and documents for conformance with Town design and construction standards, codes, ordinances
- Perform environmental monitoring, permitting, compliance, and impact mitigation activities for public and private development
- Perform civil engineering work regarding water, sewer, storm drainage and roadway design
- Perform review of plans, specifications and required submittals for private development projects such as street, water distribution, sewer collection and storm drainage system
- Assist with developing, reviewing, and updating utilities, storm drainage, and street system maps and databases
- Assist with general civil engineering work for capital improvement projects, including design of municipal projects
- Assist in the development of comprehensive plans involving municipal infrastructure
Resource Management
- Assist wildlife and natural resource management within the urban boundary
- Administer invasive weed management program
Administration
- Review permit applications for work within Town rights-of-way as they apply to development proposals
- Review payments to consultants and contractors
- Review materials, methods, equipment, specifications, cost estimates and related documents
- Prepare and present written and oral reports on projects for Town management and the public
- Perform research, analyze finding; prepare recommendations for infrastructure planning needs
- Ensure project documentation tracking using various reports and as-built submittals
- Create and maintain recordkeeping systems
- Assist in the evaluation of proposals
- Respond to and resolve citizen inquiries and complaints regarding engineering projects and the infrastructure
- Participate in the development of the department budget
- Provide administrative support to the Town Engineer
- Other tasks and special projects as assigned

- Maintain integrity and professionalism by assuring that all rules and regulations are followed, and that accountability and public trust are preserved
- Follow safety protocols during inspections; recognize and make recommendations to correct unsafe conditions affecting public safety
- Include safety specifications for contract documents
- Work safely to prevent at-fault accidents
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: Engineering mathematics including algebra, geometry and trigonometry; hydrology and surveying; engineering principles and practices, nomenclature and symbols; engineering, survey, mathematical and other ordinary sources of engineering information; project and asset management; CAD drafting procedures and methods; computer software including ArcGIS; familiarity with applicable local, state and Federal laws and regulations.
Skill in: Ability to read and interpret graphic data, blueprints, engineering plans and construction specifications preparation and inspection, and maps; apply civil and environmental engineering principles, practices and methods to municipal venue; cost estimate complex projects; understand, interpret, and apply regulations and legal descriptions; write grant applications and administer grants; apply advanced problem solving skills; develop technical reports and computations; communicate effectively, both orally and in writing; develop and maintain effective working relationships with Town staff, contractors and the public; assess and prioritize multiple tasks and demands.
Environmental Factors:
Work is performed in indoor and outdoor work environments. Exposure to extreme and adverse weather conditions, may be exposed to moving vehicles and equipment and hazardous chemicals.
Physical Factors:
While performing the duties of this job, may be required to perform a full range of motion with lifting and/or carrying supplies, materials, equipment, and/or other items weighing up to 50 pounds.

Full-Time Year Round.

Salary Range: Minimum $ 74,701 - maximum $ 104,581
Hiring Range: min $74,701 mid $89,641 DOQ

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):
B.S. in Engineering or Project Management or a closely related field and 2 years of relevant engineering, project management, and construction management experience, or equivalent combination or education, training and experience; Engineer-In-Training (EIT) certificate or Project Management certificate; valid driver’s license.
