Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity.

Traffic Engineer II - $ 79,798 - $109,112 Traffic Engineer III - $ 88,177 - $120,568
Primarily responsible for the traffic and transportation engineering review and monitoring of privately constructed development improvements to be added within the public right-of-way and easements. Assists with the design and contract administration of routine to moderately complex traffic and transportation projects related to the City's infrastructure including street design, signal design and signing and striping of roadways. Assists in overseeing the operational and maintenance aspects of traffic engineering to ensure safe and efficient movement of vehicle and pedestrian traffic throughout the City of Arvada in the most economical manner available.
JOB FUNCTIONS / SCOPE OF AUTHORITY:
ESSENTIAL JOB FUNCTIONS
Reviews engineering plans submitted by others including traffic impact analysis reports, recommend changes for reasonableness, to conform with existing infrastructure, or in conformance to the City's Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements, MUTCD, AASHTO or highway access codes.
Enforces the City's Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation.
Reviews and coordinates programs and projects with governmental agencies, districts, landowners, contractors, and consultants.
Communicates and interacts with a variety of interests including but not limited to: elected officials, government and quasi-government representatives, districts, landholders, developers, citizens and others as needed to perform the duties and functions of the traffic engineer II position.
Proposes updates to the Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation.
Prepares traffic sign and marking work orders, parking permits and assists in reviewing temporary traffic control permits.
Lead or assist with design, timing, and maintenance of traffic signals.
Provides technical resources to other City departments to ensure that applicable traffic standards (City Code, MUTCD, CDOT) are met.
Prepares routine to moderately complex requests for proposals, traffic and transportation studies, right-of-way acquisitions and design of traffic and transportation infrastructure projects.
Analyzes alternative solutions to projects to determine the most adequate and cost effective solution.
Prepares routine to moderately complex public traffic and transportation infrastructure project bids and construction contracts.
Administers routine to moderately complex public traffic and transportation infrastructure contracts, which may include preparation of progress payments, negotiation of change orders, resolving contract payment disputes, and ensuring compliance with provisions in the contract.
Manages capital improvement projects for intersection, roadway, bicycle, pedestrian and traffic signal improvements.
Receives and responds to requests from the general public regarding signing, speeding, street lighting and other traffic issues.
Assists in negotiation of acquisition of right of way from property owners.
Prepares budgets and reports on capital improvement / maintenance projects for public works programs.
Assists with development of project budgets and oversees expenditures of the project funds.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Basic to solid knowledge of principles and practices of traffic and transportation engineering, including standards, policies, and technical issues.
Basic to solid knowledge of development and public works practices and procedures, planning, and administration.
Basic to solid knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway Transportation Officials (AASHTO), and municipal traffic and transportation standards.
Knowledge and ability to apply originality and judgment in the evaluation, selection, and adaptation of standard traffic and transportation engineering techniques.
Ability to prioritize multiple and changing work requests while meeting the many needs of the customers/users.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the City in a positive and cooperative manner.
Experience in preparing and negotiating routine contractor and vendor contracts.
Knowledge and ability to apply independent evaluation, selection and application of standard engineering techniques.
Ability to exercise sound initiative and judgment as well as make decisions within the scope of assigned authority.

SCOPE OF AUTHORITY:
Receives general supervision under the direction of the Manager of Development Engineering and may receive guidance, training and direction from a Traffic Engineer IV. Plans own work to meet defined work plans and objectives. Reviews and/or develops plans for routine to moderately complex projects and programs involving coordination with other departments and/or outside organizations. Most of the time precedents and/or procedures exist. Expected to handle different situations with guidance on specialized or unusual situations. Makes decisions based on organizational policy, codes, ordinances, goals and/or objectives. Adheres to procedures set forth in the City of Arvada codes and ordinances, and department and division policies and procedures.
Financial Accountability:
Makes recommendations to supervisor for project budget allocations. If assisting with the design and contract administration, responsible for making recommendations that affect the allocations of money for projects, varying from $50,000 to over $1 million. May approve expenditures up to $5,000.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
Work is primarily performed in an office environment with low noise levels. No physical effort above and beyond what is normally required for work primarily performed in an office environment. Occasional exposure to working in traffic and exposure to noise, dust and exhaust. May occasionally visit construction sites, which may have large construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle traffic.
Traffic Engineer II
MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Bachelor's degree in civil or transportation engineering or related field and two (2) years of experience in traffic or transportation engineering. Colorado Engineer In Training (EIT) certification required. Must possess a valid driver's license (and ability to obtain a Colorado license within 6 months of employment).
Traffic Engineer III
MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Bachelor’s Degree in civil or transportation engineering or related field and four (4) years of experience in traffic or transportation engineering. Professional Engineering License required. Valid Colorado Professional Engineering License required (or ability to obtain within 6 months of employment). Must possess a valid driver’s license (and ability to obtain a Colorado license within 6 months of employment).
Preferred Qualifications:
Professional Traffic Operations Engineer (PTOE) certification.
