POSITION SUMMARY This is professional work directing the distribution activities of the Electric Department. Work involves responsibility for planning, organizing, and directing the construction, maintenance, and repair of the electrical system, metering, ROW tree trimming, and line clearance; supervising related projects, and directing high-performing teams.
The Operations Superintendent shall demonstrate leadership, management, technical, and customer service skills through effective communications and collaboration, proper use of team resources, progressive decision making, personal accountability, ethical conduct and responsibility.
ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES
Plans and directs the distribution operations of the electrical system.
Supervises directly or indirectly a variety of line, metering, substation, and vegetation crews.
Conduct a variety of personnel and staffing functions including hiring, retaining, leading, coaching, developing, and evaluating the performance of high-performing teams. Assigns work duties; monitors the quality and progress of work performed by staff. Recommends selection, promotion, discipline, discharge, and other appropriate personnel actions.
Assists with investigating and evaluating the best application of new developments in the electric power industry and implementing other means of securing maximum efficiency of personnel and equipment.
Assist in preparing annual departmental budgets and managing expenditures.
Formulates, implements, and monitors effectiveness of all administrative and operational policies, practices and procedures. Ensures compliance with all applicable Federal, State, and local laws, ordinances, rules, and regulations; and ensures that staff are in compliance with these policies, practices and procedures.
Assures effective communication of the utilities vision, business values, business plan, and other pertinent information important to key stakeholders such as employees, City Commission, and key customers.
Reviews engineering requirements of the electrical system and participates in evaluating system needs; works with consultants and others in the design of projects; participates in securing rights-of-way and easements.
Reviews projects while work is in progress and upon completion, and provides technical advice and assistance when required.
Serves and participates on external boards as designated by the Director.
QUALIFICATIONS
Education and Experience:
High School Diploma or GED equivalent.
Advanced specialty courses in technical fields applicable to electrical operations. (e.g. Journeyman Lineman, Electrical Engineering, or related technology.)
Ten (10) years of progressively responsible management experience in a major operational area of a municipal, investor-owned, or cooperative electric utility.
Knowledge of:
Supervisory practices and effective employee supervision.
Customer Service policies.
Safety and application of safe practices to the execution of all work.
Principles and practices of electrical theory and engineering as applied to utilities systems.
Program/project management principles and techniques (including the ability to analyze operating procedures and recommend program improvement, and program restructuring as needed.)

The characteristics and use of tools and equipment used in power line clearance and power line maintenance.

The construction, maintenance, and repair of high voltage electrical systems, including methods, materials, and tools used in the profession.

Bay City Electric Light and Power (BCELP) is a municipal utility, owned by the City of Bay City, Michigan. As a municipal utility, BCELP is a not for profit, public service organization. Our success is measured by how much money stays in the community through lower rates, energy waste reduction programs, and utility services contributed to the city rather than by how much money goes out as profit to shareholders.
BCELP has served the Bay City area since 1868 when it was known as the Bay City Gas Light Company. Today we serve over 21,000 customers in our service area which includes Bay City and the surrounding townships of Bangor, Frankenlust, Hampton, Monitor, and Portsmouth.
Delivering service to our customers requires more than 750 miles of overhead and underground distribution lines, fed from 10 distribution substations. Power is provided to these facilities from wholesale purchases, ownership of coal-fired generators Belle River and Campbell through the Michigan Public Power Agency, and local peak-shaving generating capacity at our Water Street and Henry Street plants.
At year-end, Bay City Electric Light and Power owned and operated plant and utility assets of $66 mil...lion with total annual revenues of approximately $38.4 million. BCELP currently has 42 employees to carryout the day to day operations of the utility including line construction and maintenance, line clearance, street light maintenance, generating plant operation and maintenance, metering installation and maintenance, service building upkeep, purchasing materials and supplies, and system planning functions.
