The Town of Thurmont, MD. Is looking for an Electric Utility Director to lead our Municipal Electric Department and transition the department into a fully functioning electric service provider for our 6,800 residents. The successful applicant must be knowledgeable in all aspects of electric distribution, maintenance and operations, and emergency response. The successful applicant must be a motivated individual who can lead by example and provide clear direction for the future of the department, its employees, and the municipal electric system.
JOB DESCRIPTION – ELECTRIC UTILITY DIRECTOR
Scope of work – This position reports to the Chief Administrative Officer and manages the work program and operations of the Town of Thurmont Electric Department and its’ employees. This position may be required to perform repairs and maintenance work as a qualified lineman as needed.
Critical duties include:
Guides the work of the Electric Department
Ensures the Electric Department employees are productive and efficient in their responsibilities through effective training and development, timely constructive personnel evaluations, proper delegation, and follow up
May be required to perform the work of a qualified lineman repairing overhead and underground conductors, transformers, secondary circuits, etc.
Inspects and monitors both inside and outside work areas.
Examines equipment and tools
Provides employee safety training to prevent, detect, and correct unsafe conditions or violations of procedures and safety rules, and ensures the Electric Department employees operate in full compliance with all safety requirements and policies
Consults with the Chief Administrative Officer and prepares reports as required concerning Electric Department operations, i.e. project schedule, progress of jobs, workforce performance, equipment requirements, etc.
Provides planning and budgeting for the electric department projects, operations, and maintenance by working with the Chief Financial Officer and the Chief Administrative Officer in the preparation of the departmental budget and monitoring expenditures.
Provides the electrical engineering knowledge and experience to oversee projects, operate and maintain the electric distribution system, operate and maintain the substations, and supervise major repairs and improvements to the system
Works with Town Planner and planning and zoning staff to review submitted site plans, subdivision plans, and improvement plans for compliance to electric standards and specifications
Establishes priorities, determines schedules, and monitors progress to meet department goals
Works productively with contractors and other government agencies
Provides effective customer service through positive interaction with the public
Responds to after-hours emergencies when necessary
Assists with special projects and other duties as assigned
Position Requirements:
Five (5) to Seven (7) years’ experience as a Journeyman Certified Lead or Chief Lineman, at least three (3) years should be at a supervisory level.
Must demonstrate a working knowledge of all phases of electrical system construction and repair, direction of line feeds, line locations, and operation and maintenance of energized lines.
Ability to read and interpret plans and construction documents; reading and math skills necessary to perform administrative functions accurately
Possess good problem solving and decision-making attributes.
This position must be knowledgeable with applicable local, state and federal regulatory rules and regulations including OSHA, MDOT, Maryland Public Service Commission Electric Service Tariff, and the National Electrical Safety Code.
This position must be familiar with the Town of Thurmont Subdivision Regulations and Construction Standards (obtained after employment)
This position must be able to work outside in differing weather conditions, as well as in an inside office environment
Must possess at a minimum, a valid Class B CDL driver’s license to operate bucket trucks and digger/derrick truck
College or trade school credits in electric or related field preferred but not required; or equivalent experience based on a year for year exchange.
