Under the general supervision and direction of the City Engineer, this position is responsible for complex professional civil engineering work in the design, construction, and maintenance of engineering projects. Responsibilities include: coordination of public improvement projects, private developments, site plan reviews, technical design engineering work in the field and office, and preparation of engineering studies. Serves as project manager as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Prepares feasibility reports, and plans and specifications for public improvement projects as assigned by City and Assistant City Engineer.
Monitors inspection of public improvement projects and developer installed improvements.
Provides technical advice and assistance to engineering department.
Reviews development plans, site plans, and grading plans for developer installed improvement projects, including storm drainage, erosion control provisions, utility design, site grading, street design, and traffic circulation.
Reviews plans and specifications submitted by consultant engineers to determine whether they conform to City guidelines, policies, ordinances, and engineering standards.
Provides research assistance to the City Engineer.
Performs complex engineering duties as assigned by the City Engineer.
Assists in administration of the City’s Municipal State Aid program.
Communicates City requirements to engineers, consultants, and developers as they relate to the installation of utilities and streets.
Keeps informed on all specifications, regulations codes, construction practices, and general accepted engineering standards.
Responds to information requests on projects, city ordinances, and state codes.
Attends Traffic Commission meetings as needed.
Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of practices, principles, methods, and techniques utilized in the engineering field and specifically, municipal engineering.
Knowledge of city, county, state, and federal rules, regulations, and operations pertaining to design, construction, maintenance, and operations.
Ability to read and accurately interpret engineering plans, specifications, and legal descriptions.
Skill in the operation of computer software programs of AutoCAD and Microsoft Office.
Ability to communicate clearly and effectively, in English, both verbally and in writing with individuals on a one-on-one basis and before a group.
Ability to develop and maintain positive and effective working relationships with consultants, engineers, developers, contractors, co-workers, public agencies, and the general public.
Ability to prepare and present technical reports, gather and analyze data, prepare feasibility studies, prepare plans and specifications, and make technical recommendations.
Completeness, accuracy, and timeliness in plan preparation and review, written reports, and support data.
Ability to deal effectively with adverse situations with a high degree of tact, courtesy, and sound judgment.
Ability to work independently, schedule and prioritize work, and make decisions based upon established City policy, standards, or requirements.
Bachelor of Science degree in Civil Engineering or equivalent field.
Registration as a Professional Civil Engineer in the State of Minnesota or the ability to obtain within 6 months of employment.
Three years work experience in engineering.
Four years computer experience in Microsoft Office and AutoCAD.
Possession of, or ability to obtain, a valid driver’s license.
Four years of private or public municipal engineering experience.
Six years work experience in engineering.
Work experience in street design and review.
Computer experience in Hydro CAD
Storm drainage design experience.
Traffic engineering experience.
