The Public Works Department has an opening for an Intelligent Transportation Systems (ITS) Manager. The Intelligent Transportation Systems (ITS) Manager will be responsible for the operation and continuous development of the City's ITS, oversee daily operations of the Traffic Management Center(TMC), and be involved in all associated projects directly or indirectly affecting City's ITS and transportation network. Ideal candidate will have strong traffic operations engineering background, past management experience, strong analysis and problem solving skills. The ITS Manger will be responsible for TMC staff and report to the City Traffic Engineer.
Duties and responsibilities will include, but are not limited to:
Supervise Traffic Management Center Operator and Traffic Management Analyst to help with everyday operation of TMC and continue to develop staff
Evaluate latest traffic practices and technology; make recommendations as needed to continuously improve operations
Use the City's Advanced Traffic Management System(ATMS) to modify traffic signal timings to help alleviate traffic congestion or address reported concerns by the Public.
Work with staff to monitor health of all ITS devices (Signals, Flashing beacon, wayside horns, detection, travel time devices, etc) and create work orders with the City's Work Order system to inform traffic signal technicians to repair/troubleshoot any failures.
Monitor and continue to develop the City's ITS website.
Process necessary paperwork to repair damages to traffic ITS infrastructure. This will usually involve looking over cost estimates and processing purchases/contracts
The position will be responsible for meeting established performance measures set by the City and reporting them as required. The measures are based on traffic data collected by ITS devices.
Work to develop Automated Traffic signal performance measures (ATSPM) or other metrics to measure performance of transportation network
Respond to service requests submitted by the public with regards to mobility concerns. All work must be properly documented and recorded in the City's work order system.
Program and test traffic controllers from the TMC as instructed by the City Traffic Engineer to address specific concerns or limitations.
Responsible for troubleshooting ITS device issues and working closely with staff or vendors to resolve them.
Manage or work on Capital Improvement Projects involving ITS or affecting traffic operations
Facilitating incident management support from Traffic Management Center. Assists with managing traffic for special events or emergencies within the City from the Traffic Management Center (TMC) to assist as needed. Coordinate any necessary instructions to field personal assisting with special events or emergencies.
Report and coordinated traffic related items to UPRR, TxDOT, FBC, Centerpoint, Etc. as needed.
Work with computers to setup/configure ITS devices using serial or Ethernet connections. Learn multiple software configuration programs to complete tasks.
Assist City Traffic Engineer with creation and reporting of performance metrics to continuously measure performance of transportation network and find ways to optimize systems.
Review and/or create signal timing plans using Synchro or Tru-Traffic to continuously optimize coordinated corridors
Dispatch Emergency Response Trailer as required to assist with closure of lanes
Compose and Post messages to the City's permanent Dynamic Message Signs
Ability to create reports or dashboards using Microsoft Power BI is a plus.
Maintain accurate, detailed and timely records in accordance with established division guidelines.
Perform duties and responsibilities with a positive, flexible approach considering the possibility of emergency situations, special events, and/or after-hours activities.
Ability to present ideas, facts, technical information, opinions and/or perceptions accurately, thoroughly, persuasively and in a manner easily understood by the intended audience, in written form and in presenting before a group.
Assume and perform other responsibilities, duties, and assignments as assigned. Must be able to work through problems to provide recommendations/solutions
Regular attendance is an essential function of this position.
Stay abreast of, and comply with, all City and departmental policies and procedures.
Perform other duties and responsibilities as assigned by Director or his/her designee.
Bachelor's Degree from an accredited four -year college or university or a related field or equivalent Public Works experience.
Professional Engineer or ability to obtain Engineer in Training Certificate within 18 months from date of hire for engineering candidates.
Relatable Work Experience:
Prefer 1-2 years of proven experience related to job description with focus on traffic operations engineering.
Training (License and/or Certification):
Prefer any related Licenses/Certifications related to job description
Valid Class "C" Texas Driver's License
