The person in this position performs responsible engineering/management work in planning, designing and implementing capital projects for the City. The position also assists with other elements such as energy usage and other special projects as assigned. This position reports to the Assistant City Manager - Development Services.
Distinguishing Features of the Class
An employee in this class is responsible for all work activities associated with the following:
Provide project management services for projects across the city's departments as assigned
Provide technical analysis as needed for various facilities/projects/efforts
This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).
Illustrative Examples of Work
Assist departments with developing clear project goals for time, cost and scope.
Help develop realistic milestones and budget for total project costs.
Manage process for selection of professional firms with projects including preparing RFP's, qualifying firms, organizing selection team/process, conducting interviews, evaluations, forming recommendation for selection, negotiating pricing and contracts.
Assist/coordinate stakeholder and Council interaction, communication and approvals.
Prepare project programs and design from schematic through working drawing stages.
Develop project design and construction time schedules.
Recommend purchase and procurement of long lead time items to maintain schedule.
Coordinate bid packages
Receive and analyze construction professional proposals, make award recommendation including conducting pre-award conferences and negotiate and prepare construction contracts per Client’s direction.
Work as directed in obtaining capital appropriation.
Review/generate general and special conditions, contract formats, specifications, action program guidelines, safety plans, contract supplements, etc. as needed.
Recommend contractor and sub-contractors.
Review and inspect construction work to ensure compliance with drawings, specifications and contract documents.
Coordinate with construction entities on work, systems, schedule control, resource analysis, etc.
Provide construction review status updates .
Establish lines of authority with construction entities.
As appropriate, require on-site record-keeping with detail (logs, progress schedules, manpower, finance reports, quantities, material list, shop drawings, etc.
Coordinate with contractors’ subs as needed.
Provide/facilitate and communicate interpretations during construction.
Coordinate compliance with design specifications.
Manage change orders.
Coordinate punch lists, warranties, guarantees, releases of claims, payments.
Expedite as-built drawings.
Assist with new city construction or renovation projects, water resources projects, recreation projects, etc.

Project management skills: planning, scope development, scheduling, work plan development, implementation, construction management
Construction background, familiar with commercial and industrial construction techniques
Working knowledge of cad and pc based programs
Outstanding planning and organizational skills
Ability to work efficiently with computers and various software packages
Ability to utilize electronic maintenance tools, adding machine, and telephone
Ability to schedule work in an efficient manner
Ability to coordinate with architects, engineers, vendors, etc. projects
Physical Requirements and Working Conditions
Work in this class is light. Job involves both field and office work. This employee must have the visual acuity to operate a computer terminal, perform extensive reading, conduct visual inspection of small defects, and use measurement devices. Inside and outside environmental conditions including hot and cold. Employee is subject to hazards, including noise which may cause the worker to shout in order to be heard above the ambient noise level, physical conditions such as proximity to moving mechanical parts, electrical current, or exposure to chemicals, atmospheric conditions due to exposure to fumes, odors, and dusts. This worker is required to function in narrow aisles and passageways and may need to climb or crawl in certain situations.
Valid North Carolina Driver License
PE, General Contractor's License, or Project Management Professional (PMP) certification preferred
