Position Description: The Engineering and Design Services Group is seeking a Parks Engineer (Engineering Manager) to lead the Engineering and Technical Services Group within the Planning and Development Division of Seattle Parks and Recreation. The successful candidate will provide technical oversight and support for the entire Seattle Parks and Recreation system, including design for parks/facility improvements, survey services, environmental analysis services, review of consultant designs, public works construction contracting and inspection, condition assessments, surveys, standards development, engineering records management, troubleshooting, and advice and coordination regarding various technical matters pertaining to property, facilities and policies both within SPR and as related to the City of Seattle as a whole.
Job Responsibilities:
The Engineering Manager will oversee and provide a wide array of engineering design and technical services not only to the staff within the Planning and Development Division, but also to maintenance and operations staff throughout Seattle Parks and Recreation. This position also serves as the technical liaison to all other City Departments, as well as other government and private entities. You will be a working manager, supervising the activities of a close-knit crew of landscape architects, architect, engineer, environmental analysts, surveyors, and administrative staff, as well as producing your own personal work products when appropriate. Engineering analysis and design
Review of consultant designs
Administration of the Department's Public Works construction program
Design and support of in-house construction projects
Construction and field inspections
Review of technical submittals
Landslide response
Site assessment
Permitting support
Structural evaluation
Condition assessment
Emergency management
Interdepartmental coordination
Engineering records management
Develop and update design and construction standards
Environmental support, including hazmat response and safety protocols
Land surveying services
Property management support
Review of other department/agency/private projects and their impacts on Parks
Support of budget development and grant applications
Qualifications:
REQUIRED Qualifications:
Ten (10) years professional engineering experience
Five (5) years supervisory experience
Bachelor of Science degree in an engineering discipline
Registration as a Professional Engineer in the State of Washington or other state with licensing comity to State of Washington
Current, valid driver's license
DESIRED QUALIFICATIONS:We seek a well-rounded engineering professional with a diversity of experience and educational credentials that will allow him/her to effectively respond to the wide variety of situations and technical questions that arise daily within our extensive park system, as well as effectively supervise a variety of technical and administrative staff engaged in such activities. The successful candidate will possess most or all of the qualities and credentials described below:
Expertise/familiarity with multiple engineering, survey, and/or scientific fields
Demonstrated ability to supervise staff with different technical skills and educational background than your own
Design/construction background related to:
Drainage, stormwater and/or sewer systems, including familiarity with green stormwater infrastructure (GSI) design and code requirements
Buildings/facilities such as community centers and swimming pools, including familiarity with relevant permit requirements and the IBC
Docks, piers, and other marine structures
Corrosion, coatings or cathodic protection design and inspection
Major earthwork such as grading, roadwork, retaining walls, etc.
Wetlands, creeks, steep slopes, other environmentally critical areas
Structures such as bridges, buildings, roof systems, including familiarity with applicable seismic codes
Communication, control, lighting, and/or electrical systems
HVAC, pumps, and other mechanical systems
Familiarity with electrical distribution system design/requirements as related to civil construction, both primary and secondary systems
Familiarity with geotechnical concepts and soil/slope stability concerns, especially with respect to steep slopes and landslide-prone areas
Familiarity with environmental agencies and regulations
Well-developed written and oral communication skills
Experience using AutoCAD or Civil3D
Intermediate-level skills/training in use of Microsoft Word
Advanced training/experience with Microsoft Excel, to include creation of macros and ability to understand and edit Visual Basic subroutines.
Experience working cooperatively with outside agencies
Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
Able to lift and manipulate 20 pounds comfortably as needed for work in the field.
The ability to work in a fast-paced environment and the flexibility to change priorities when necessary.
The ability to work well independently and on a team.
