The Professional Engineer II – Pavement Design Program Manager works in the Colorado Department of Transportation's (CDOT's) Materials and Geotechnical Branch in Denver, CO. The Branch provides technical expertise to engineers, designers, and consultants in the development of pavement designs, materials testing requirements/methods and statistically-based materials acceptance specifications for highway pavement construction projects. In addition, the Branch furnishes support to the CDOT Materials program statewide.
This position manages the Pavement Design Program within the Materials and Geotechnical Branch and assists in the development and implementation of pilot specifications and evaluation of new processes and procedures in the Department.
Provides pavement design expertise and pavement design products to customers.
Reviews, edits and publishes annual updates of the Pavement Design Manual, Field Materials Manual, and the Laboratory Manual of Test Procedures.
Coordinates the review of product and manufacturer submittals, approves/removes pre-qualified products/manufactures, and maintains/updates the CDOT Approved Products List and Qualified Manufacturers Lists.
Serves as statewide technical liaison for pavement design program issues with Industry, local agencies, and CDOT personnel.
Maintains CDOT'sAASHTO Accreditation program through coordination of the annual assessment, including invoicing, scheduling, monitoring of proficiency sample results, and maintaining certification documentation.
Manages and approves developments in the statewide statistically-based quality assurance specifications for highway pavement construction projects.
Modifies process control/owner acceptance processes for commonly used items and large quantity items.
Reviews and provides recommendations on updating tests, testing frequencies, and allowable test result differences for process control tests, owner acceptance tests and independent assurance test results.
Confers with FHWA representatives to ensure compliance with the FHWA Stewardship agreement.
Maintains and updates the Site Manager Materials and Laboratory Information Management Systems (SMM/LIMS).
Researches and analyzes data from multiple years of testing to provide recommendations for changes to testing frequencies in order to ensure conformance with FHWA requirements.
Supervises six Pavement Design Program employees. Responsibilities include resolving grievances; conducting performance reviews; recommending corrective or disciplinary actions; approving time sheets and leave; interviewing and selecting candidates for hire, transfer or promotion and providing guidance and instruction to staff.
Develops and implements a program work plan, assigning activities to program staff and overseeing quantity and quality of work.
Works with CDOT regions statewide to ascertain and prioritize areas for improvement within the AASHTOWare Pavement ME (Mechanistic Empirical) Design Program and makes revisions to the program to address problem areas.
Coordinates efforts to utilize the Pavement ME Design software and provides support to Regions/Consultants working on CDOT projects.
Serves as the Staff Materials representative during the Pavement Type Selection Process as identified in the Pavement Design Manual.
Partners with industry to negotiate conflicts/concerns related to program changes.
Other duties as assigned.
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday; 95% in the office/lab and 5% in the field
5% daytime travel during business hours to attend local meetings/trainings
5% overnight travel (bi-monthly to the Materials Advisory Committee meetings and Biennial Audits)
Required to drive CDOT vehicles.
The Exceptional Applicant will be a Licensed Professional Engineer with proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Major Responsibilities section;
Highest work/personal ethics and integrity;
Extensive professional knowledge and operational expertise in materials testing and acceptance processes/procedures, pavement design, Independent Assurance Testing, and management;
Familiarity with the CDOT Pavement Design Manual, Field Materials Manual and the Laboratory Manual of Test Procedures;
Familiarity with FHWA requirements related to materials testing;
A history of progressively responsible project or program management experience, including the ability to successfully plan, organize, manage and schedule multiple, concurrent projects or tasks of varying complexities;
Dedication to CDOT's mission, goals and overall objectives;
Consistent recognition for an exceptional level of performance;
Maintaining current working knowledge of engineering best practices, CDOT procedures, regulations, and policies related to area of responsibility and to the broad range of engineering specialty areas at CDOT;

Fluency in Microsoft Office Suite, Gmail, MS Project, AAHTOWare Pavement ME Design, Site Manager Materials and Laboratory Information Management Systems (SMM/LIMS), SAP, and ability to quickly learn other software systems.
Current registration as a professional engineer issued by the Colorado Board of Registration for Architects, Professional Engineers and Professional Land Surveyors.
AND at least two years of engineering experience which focused on materials, pavement design or construction, one year of which must have been as a Licensed Professional Engineer;
A current valid Colorado Driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
