Pinellas County Utilities is seeking a Utilities Engineering Division Director to lead a diverse team of professionals in providing technical support of departmental goals in alignment with the Board of County Commissioners strategic goal of practicing superior environmental stewardship and delivering first class services to our citizens. While managing a staff of 35+ professional engineers and other technical and administrative professionals, this individual will be responsible for the identification, prioritization and development of utilities capital projects while coordinating design and construction projects for county water, wastewater, and reclaim water infrastructure.
This individual is responsible for technical support including: forecasting the budget for the renewal and replacement program, developing and prioritizing capital improvement projects, utilities development review services, continuous improvement, automation development and implementation, support for improving water quality, equipment productivity, utilization and uptime, technical guidance for new processes, identifying and implementing new technologies to reduce costs and improve quality of service, evaluating engineering solutions to meet regulatory compliance, and other departmental and organization endeavors as may be identified by the Director of Utilities.
Position Specific Qualifications
7 years of experience managing technical projects related to water utilities engineering that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
Bachelor’s degree in Engineering or related field and 3 years’ experience managing technical projects related to water utilities engineering that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
Master’s degree and 1 year experience managing technical projects related to water utilities engineering that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
An equivalent combination of education, training, and/or experience.
Professional Engineering license registered in the State of Florida or the ability to obtain one within 1 year.
Florida Driver's License or Florida Commercial Driver’s License or ability to obtain a Florida license within 3 months of hire and endorsement, if any.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
10+ years of experience in Water and Wastewater design.
Extensive experience in design of biological and chemical processes of potable water and wastewater treatment plants.
Knowledge of asset management principles and ISO 55000 standards
Significant experience in the development of Capital Improvements projects.
Should have proven track record of completing projects/assignments within budget and schedule.
Black Belt in Six Sigma Lean Manufacturing a plus.
Excellent ability to listen, communicate and lead.

Oversees compliance with employee and facility safety programs
Oversees critical emergency response support for storm related activities and other incidents
Maintains as-built records and ensures accuracy of asset registry in the geo-graphical information system (GIS)
Facilitate master planning projects for the Utilities Department
Support operational studies for improved processes
Support research and development (R&D) activities in pursuit of new technologies and innovations
Provides recommendations, presentations, and reports on a variety of planning related functions.
Manages the Department and/or contractor project closeout activities and prepares operating and maintenance manuals; supervises the preparation, revision, updating, and distribution of the Department's standards on specifications and estimating.
Manages the planning, development and implementation of long and short range comprehensive plans for the Department by developing goals, objectives, strategies, policies, procedures and budgets.
Oversees the Utilities development review services which directly interfaces with residents, developers and businesses
Determines the type and extent of engineering and related programs required to accomplish the goals and objectives of the Department.
Ensures work complies with regulatory and environmental requirements, best management practices, and industry standards; interacts with regulatory agencies.
Negotiates critical and/or controversial issues with top-level engineers, managers, Division and Department Directors; conducts presentations and may represent the Department and/or County at important functions or conferences. Cultivates good rapport with other Sections throughout the organization and external entities to maintain productive levels of communication.
