This position supports the delivery of projects that are subject to highly technical and complex rules and regulations that govern innovative delivery methods of contracting. This person leads the development, recommendation, review, and implementation of a variety of ODOT contract specifications, Architectural & Engineering (A&E) contract language, project management guidance, and related documentation. Additionally, this position assists with related innovative contracting policy development, as well as supports efforts to address connected legislative issues in support of innovative delivery methods of contracting and specialty contracting specifications, terms, and clauses used in traditional contracting.

Duties and Responsibilities:
Lead, in coordination with the Innovative Delivery Section program manager and other staff, in the development, implementation, and continuous improvement of a comprehensive statewide Innovative Delivery program for transportation construction projects.
Coordinate with technical discipline experts related to the development of the appropriate level of contract plans for Innovative Delivery projects.
Serve as a technical resource to project teams involved in the consideration of projects for innovative delivery methods and mitigating project risks.
Serve as agency owner of the ODOT standard specifications and the boilerplate special provisions for Innovative Delivery methods.
Lead the development of new or review of Innovative Delivery project specifications for consistency, accuracy, and legal sufficiency.
Create and manage a change request process for Innovative Delivery specifications.
Coordinate the resolution of disputes per the specification change request process arbitration step.
Review project concepts and plans for projects selected for innovative delivery and ensure the project may proceed using the selected method without undue risk to the agency.
Participate in value engineering, risk assessment, project scheduling, and cost estimating activities related to Innovative Delivery projects.
Act as ODOT's primary contact with the Department of Justice to ensure legal sufficiency of standard specifications for Innovative Delivery methods, boilerplate documents, special provisions, and contracting exemptions.
Provide guidance and training to ODOT staff, consultants, and others in the use of specifications and boilerplate documents, and special provisions.
Participate on committees related to innovative delivery and outsourced consulting and contracting efforts.

Experience drafting construction standard specifications and boilerplate special provisions, preferably innovative contracting.
Experience participating in or facilitating best value and qualification based procurements.
Experience managing an innovative contract such as design-build, construction manager/general contractor (CM/GC), A+B, or multi-parameter.
Experience generating solutions by working with a diverse set of internal and external stakeholders including legal counsel, federal agencies, and professional organizations.
This position primarily works in an office environment with extensive and varied use a personal computer.
Occasional field work required to visit project sites.
Field work may involve exposure to extreme hazards of traffic, construction equipment, and working in inclement weather conditions.
At project sites, employee may need to walk on rough terrain and stoop or bend around structures or equipment, and may be expected to work 20 feet or more above ground/water.
Extended hours and occasional statewide travel including overnight stay may be required.
Position has competing demands, tight time schedules, and simultaneous projects with overlapping deadlines.

Minimum Qualifications: A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
Special Qualifications: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
