This position contributes to the achievement of Long Island Rail Road safety, operations, and strategic objectives through the provision of effective system safety policies and programs consistent with organizational needs, MTA policies and directives, industry standards, and governmental regulations/initiatives as they pertain to safety and safety operations.
This position is responsible to direct the performance of the Compliance and Investigations Division of the Corporate Safety Department. Responsibilities include ensuring the safety and operating performance of all employees and contractors through the development of corporate safety rules and policies and monitoring of compliance through field observations; development of corporate safety programs and collaborative programs with the Operating, Capital, and Training Departments; monitoring conditions of rail facilities, structures and equipment; and ensuring the quality of and effectiveness of inspections, standard operating procedures, and emergency response.
This position must effectively reduce employee, customer, rail equipment, grade crossing, third party, and fire accidents/incidents through detailed investigations determining causal factors as well as developing and monitoring of the effectiveness of corrective action plans for accident prevention.
This position directs the safety management oversight of all operating and capitally funded projects on LIRR property.
This position directs project safety assurance through the review, oversight, and direction of corporate safety department resources, and inter-departmental coordination. The incumbent directs the identification and resolution of all safety issues and concerns through managed coordination of the project stakeholders through the entire lifecycle of the project.
This position has the authority to stop work if employees and/or contractors are not adhering to rules and regulations and jeopardizing safety. In addition, the position manages and develops staff and assists the Vice President with achievement of department and corporate goals for providing a safe workplace and safe, efficient transportation for our customers.
• Direct the development and the implementation of policies, procedures and programs for the Fire Marshal Unit. Ensure safety of equipment, property, and structures for employees, customers, vendors and emergency responders. Ensure safety compliance in capital design review, personal protective equipment, new equipment design/purchase, etc. Oversee the corporate Fire Prevention Program to ensure compliance with applicable fire codes and standards. Ensure LIRR facilities and real estate properties are in compliance with NYS Building Codes including review of new construction and renovation as well as Code Enforcement. • Direct the development and implementation of policies, procedures and programs for the Investigative Unit. Direct Corporate Safety/Accident Prevention Programs to reduce all accidents/incidents through accident analysis. Resolve safety and operation problems resulting from inspection and evaluation of work procedures, equipment and train operations to ensure workable, cost effective solutions in a highly organized union environment. Direct the investigation of LIRR rail accidents and serious industrial accidents/incidents. Coordinate the results of investigations with senior management for appropriate corrective action. Serve as the principal contact for LIRR with the National Transportation Safety Board, New York State Public Transportation Safety Board, and Federal Railroad Administration on accident investigations controlled by those agencies. • Direct the development and implementation of policies, procedures and programs for the Safety Operations Compliance Unit. Ensure programs promote a robust safety culture. This includes proactively ensuring employee and contractor compliance with rules and standards through field observations and corrective action. Ensure the development of programs and publication of safety awareness information in support of special emphasis safety programs (i.e. MTA Police partnership for community safety education [T.R.A.C.K.S.] and the Right of Way Task Force; as well as the MTA Police, FRA and PTSB Operation Life Saver partnership program). • Direct the development and implementation of policies, procedures and programs for the Corporate Program Compliance Unit. Ensure elimination or reduction of project related hazards that would affect the safety of LIRR employees, customers, the general public, contractors, equipment, or property through the review of capitally funded and corporate projects including drawings, plans and HASPs etc., providing hazard identifications and recommendations for mitigations and verifying the implementation and effectiveness of those recommendations. Direct a strategic program to conduct site visits to ensure general safety of employees, contractors, customers, general public, equipment, property, and safe work practices are complied with and all applicable laws, regulations, safety plans, policies and procedures are conformed with. Report and track project/program progress, with deficiencies documented, and recommendations made to mitigate them with appropriate coordination with CSD personnel. Resolve any safety issues reported by the contractor or force account workforce. Ensure investigations and reporting on all incidents/accidents that occur on projects with appropriate coordination with CSD personnel. Ensure all contractors have been properly trained to work on LIRR property per applicable policy/regulations. Ensure that all potential safety issues at the interfaces of all rail road system elements are accounted for during the entire lifecycle of assigned projects / programs so that they are promptly detected by managing appropriate review/comment. Ensure appropriate interpretation/delegation of respective issues/documents for review/comment to appropriate LIRR personnel and from external departments as necessary. Manage the implementation of coordinated efforts to meet the requirements of the projects. This includes participation in oversight of the manufacturers on behalf of LIRR to ensure that systems are built in compliance with the safety elements per the technical specification. Provides safety certification verification reporting. • Develop and foster professional relationships with all departments, regional transportation authorities, and professional organizations. • Manage, select, develop, train and motivate subordinate staff to ensure departmental and corporate goals are met. Provide career development, counseling, and guidance. Ensure continuing education/refresher training is adequate to maintain a state of the art division. Manage performance of staff and recommend promotional/disciplinary action as required. Responsible for discipline/termination when necessary. • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. • This position requires a Bachelor’s of Science Degree in a safety related field or business and ten years of progressively responsible recent professional experience in a safety related field with emphasis on regulatory compliance; proactive safety programs to support safety and operating performance; accident investigations and corrective actions with emphasis on root cause/failure analysis, identification and mitigation, preferably in the railroad/transportation field or in a large, complex operations, construction, and/or industrial environment. • Must have comprehensive knowledge of regulations and technical standards including Department of Transportation, Federal Transit Administration, Federal Railroad Administration, Occupational Safety and Health Administration regulations and National Transportation Safety Board; New York State Department of Labor Public Employee Safety and Health regulations and Public Transportation Safety Board; NY State Code Compliance including related Building Codes and Standards; American National Standards Institute, American Society for Testing and Materials, American Public Transportation Association, American Railway Engineering and Maintenance of Way standards; and National Fire Protection Association standards. • Strong, effective leadership and management skills in order to develop the organization, including setting high standards of professional conduct. Ability to effectively motivate, develop and influence others in a positive and productive manner to meet department/corporate goals. Experience developing and mentoring employees for succession planning purposes. • Strong understanding of company/department operations, policies and procedures. Working knowledge of union rules with experience managing within a complex, unionized environment. • Ability to plan, forecast, set objectives/goals to support corporate goals and determine course of action. • Must have the ability to identify risks/problems, organize and convey pertinent information, and recommend viable solutions. • Must have the ablility to work effectively across and within multi-disciplinary teams. • Must be a seasoned manager with proven progressively responsible experience in a related system safety environment with knowledge of the various safety management system programs. • Ability to direct business functions associated with operations, including budgets, utility costs, resource and material allotment. • Must possess strong human relations, communication, interpersonal, problem solving, decision-making, and judgment skills. Must demonstrate a high level of initiative, professional integrity and demeanor. • The incumbent must understand and communicate technical issues to various audiences, anticipate and recommend audience responses, and put specific actions and policies into context with broad internal and external issues. • Incumbent must be articulate, persuasive, and self-confident and possess a mature leadership style, which enables the incumbent to develop the organization, as well as manage conflict. • Must possess and display proven leadership abilities including effective interpersonal and communication skills to effectively engage all level of LIRR employees in achieving safety and operating excellence. • Must possess and display strong crisis management skills to react to emergency and stressful situations with the ability to respond to emergency situations when necessary during non-business hours. • Must be able to maintain a high degree of confidentiality and discretion. • Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage. • Must be able to respond to emergencies 24 hours a day, 7 days a week. • Must possess a valid driver’s license. • Extensive experience with computer software, such as: Microsoft Word, Access, Excel, Power Point, Outlook, Mainframe Software, etc.
• Master's Degree in Engineering, Safety, Business, or related field with accredited safety certification (i.e. Certified Safety Professional, Certified Industrial Hygienist, Professional Engineer). • Working knowledge of transportation operations, preferably in a rail road setting. • Current or past qualifications in LIRR/NORAC Transportation Operations, Rail Equipment, Signal, and/or Track.
