The City of Wenatchee is seeking qualified candidates for the position of Utilities Engineer. This position will be open until filled. Our initial applicant review date is 7/31/17.
ESSENTIAL JOB DUTIES
Performs and oversees project management of major utilities engineering projects including design, construction and advanced maintenance procedures.
Performs, or assists with, field inspection of complex utility projects and maintenance activities.
Prepares and manages preparation of complex plans and specifications requiring the application of advanced engineering knowledge. Ensures conformance with City and industry standards.
Prepares and implements schedules. Monitors project budgets and ensures expenditures remain within budget guidelines. Makes recommendations for process improvement. Provides status reports regarding development and forecasted completion of assigned projects.
Prepares and manages consultant agreements for various services including design, surveying, environmental, real estate acquisition, construction inspection and other project services.
Interprets, and assists in updating, utility comprehensive plans.
Assists in development of system monitoring protocols and capital program priority arrays based on operational data.
Supports preparation of water, sewer and stormwater utility maintenance and rehabilitation programs.
Coordinates with internal and external customers including but not limited to accounting staff, planning and development staff, state and federal agencies, permitting and grant agencies, and utility companies in the development of assigned projects.
Prepares legal and easement descriptions.
Develops exhibits and schedules open houses to inform, receive feedback and educate the public on the plans and details of assigned projects.
Prepares technical reports on engineering design decisions for assigned projects and activities.
Oversees construction inspection and documentation of assigned projects.
Develops, recommends, applies and implements policies and procedures to guide the operation of the department’s data management programs.
Bachelor’s degree in Civil Engineering or a related field and two (2) years of professional Civil Engineering experience including relevant utilities project design and construction management. Or an equivalent combination of education, experience, certifications and training in lieu of specifically required qualifications listed above.
Registration as a Professional Civil Engineer. Must obtain Washington state registration within one year of hire and maintain throughout employment.
Requires knowledge of:
Principles, procedures and practices of civil and utilities engineering.
Applicable federal, state and local laws, codes, regulations and ordinances.
Advanced mathematical calculations; English composition and grammar.
Computer operation and a variety of software including Microsoft Office suite of products and Autodesk Civil 3D or other digital terrain and utility modeling software, CADD, GIS, GPS and Database Management.
Requires the ability to:
Ability to plan and execute engineering and utilities related assignments including research, investigations, calculations, reports, maps and other written materials and documentation.
Ability to manage multiple projects, schedule billable time and meet project deadlines.
Analyze procedures and operational methods. Identify and make recommendations to improve efficiency and accuracy of systems and processes.
